When I was there in 1968 I was at a base in An Son about miles west of Qui Nhon. I was amazed at how much at home I felt in Qui Nhon. In a way it reminded me of my home town of New Haven, CT. I've been thinking for a long time how they can become sister cities. That would be so cool and have great benefits for each with cultural exchange, etc.

If anyone of you has gone to Phu Yen, I recommend your next stop should be Binh Dinh Province, my hometown, especially Quy Nhon City. Quy Nhon is a city that's not so crowded and not so quiet, either. It's peaceful and relaxing, and famous for having both mountains and beaches. Try it out and I guarantee you won't regret it.
Btw, thanks for the information about Phu Yen, I'm grateful.
